We have had questions regarding masks on buses, school vans and driver education vehicles.
"The Centers for Disease Control and Prevention (CDC) issued an Order on January 29, 2021 requiring the wearing of masks by people on public transportation conveyances or on the premises of transportation hubs to prevent spread of the virus that causes COVID-19. This Order was effective as of 11:59 p.m. February 1, 2021 and was published in the Federal Register on February 3, 2021."
The Order further states "All passengers on public conveyances (e.g., airplanes, ships*, ferries, trains, subways, buses, taxis, ride-shares) traveling into, within, or out of the United States (including U.S. territories) as well as conveyance operators (e.g., crew, drivers, conductors, and other workers involved in the operation of conveyances), regardless of their vaccination status, are required to wear a mask over their nose and mouth. Unless otherwise required by the operator, or federal, State, tribal, territorial, or local government, people are not required to wear a mask when located in outdoor areas of a conveyance (if such outdoor areas exist on the conveyance)."

July 15, 2021
Dear Dieterich CUSD #30 Parents, Guardians, Staff and Students,
We were very happy to learn that the Illinois State Board of Education (ISBE) and the Illinois Department of Public Health (IDPH) have adopted the Center for Disease Control’s Guidance for K-12 Schools. We feel this guidance will provide our school district with the framework to continue to provide a safe and healthy learning environment that will result in another successful school year at Dieterich.
There were some very important changes in the document in comparison to last year. The most significant change was the ability of local school boards, with the assistance and input from local health departments, to make decisions regarding the layered prevention strategies that best meet the needs of our school population, families, students and community.
Certain aspects of the layered prevention strategies could change based on the local conditions related to the spread of COVID-19. Any changes to the school board approved Return to School Plan will be communicated to our parents, students, staff and community in a timely manner.
Included with this letter, and posted on our school website at dieterichschools.org, you will find the board approved Return to School Plan and the CDC’s Guidance for K-12 Schools. Some of the key highlights include:
• Resume a regular school day, 8:25am-3:25pm.
• Remote learning is no longer an option. In-person learning is a priority.
• Masks are recommended for indoor use by all individuals (age 2 and older) who are not fully vaccinated.
• Masks are required on all school transportation (buses, driver education, school vans) per the CDC Order.
• Practice social distancing in all settings of at least 3ft. or to the greatest extent possible.
• Students, teachers and staff should stay home when they have signs of any infectious illness and be referred to their healthcare provider for testing and care.
• Continuous monitoring of local conditions, with input from the local health department, will guide decisions on the layered protection strategies.
• The plan could be amended, based on the current local conditions.
• Our school will cooperate with the local health department on contact tracing that could result in quarantine or isolation of students or staff.
We ask for your continued patience, flexibility and support as we all work together to provide our children with an outstanding education.
Sincerely,
Mr. Cary Jackson, Superintendent

From ISBE:
Clarifying Mask Guidance
The Illinois Department of Public Health has fully adopted the Centers for Disease Control and Prevention (CDC) updated guidance for schools released on July 9. View the guidance and the press release.
Q: Is masking required in schools?
A: The CDC guidance that Illinois has fully adopted for all K-12 public and nonpublic schools states: "Masks should be worn indoors by all individuals (age 2 and older) who are not fully vaccinated. Consistent and correct mask use by people who are not fully vaccinated is especially important indoors and in crowded settings, when physical distancing cannot be maintained.
"The CDC continues to recommend masking and physical distancing as key prevention strategies. However, if school administrators decide to remove any of the prevention strategies for their school based on local conditions, they should remove them one at a time and monitor closely (with adequate testing through the school and/or community) for any increases in COVID-19 cases. Schools should communicate their strategies and any changes in plans to teachers, staff, and families, and directly to older students, using accessible materials and communication channels, in a language and at a literacy level that teachers, staff, students, and families understand.
"Schools should work with local public health officials to determine the prevention strategies needed in their area by monitoring levels of community transmission (i.e., low, moderate, substantial, or high) and local vaccine coverage, and use of screening testing to detect cases in K-12 schools ... A school in a community with substantial or high transmission, with a low teacher, staff, or student vaccination rate, and without a screening testing program should continue to require masks for people who are not fully vaccinated."

As we know, IDPH has "fully adopted" the CDC K-12 school guidelines for the upcoming school year. Unfortunately, there is some contradictory language regarding masks that needs to be clarified by ISBE. Once we get clarification, we will discuss and finalize our return to school plan.
Thank you for your patience as we all work through this together.

Illinois Department of Public Health Adopts CDC COVID-19 Prevention School Guidance
9th Jul, 2021
Guidance emphasizes the COVID-19 prevention strategies most important for in-person learning.
SPRINGFIELD – The Illinois Department of Public Health (IDPH) is fully adopting the Centers for Disease Control and Prevention (CDC) updated guidance for COVID-19 Prevention in Kindergarten (K)-12 Schools released today.
“Our goal is to protect the health of students, teachers, and staff so that in-person learning can resume as safely as possible,” said IDPH Director Dr. Ngozi Ezike. “The CDC is right: vaccination is the best preventive strategy. As school board members, parents, teachers and superintendents plan for a return to in-person learning in the fall, we strongly encourage those who are not vaccinated to continue to mask. IDPH is proud to fully adopt school guidance issued by CDC, which is based on the latest scientific information about COVID-19.”
The updated school guidance now aligns with guidance for fully vaccinated people, which allows activities to resume for fully vaccinated people without wearing a mask except where required by federal, state, and local rules and regulations.
Major elements of the updated guidance include:
Masks should be worn indoors by all individuals (age 2 and older) who are not fully vaccinated.
CDC recommends schools maintain at least 3 feet of physical distance between students within classrooms, combined with indoor mask wearing by people who are not fully vaccinated, to reduce transmission risk. When it is not possible to maintain a physical distance of at least 3 feet, such as when schools cannot fully re-open while maintaining these distances, it is especially important to layer multiple other prevention strategies, such as indoor masking.
Screening testing, ventilation, handwashing and respiratory etiquette, staying home when sick and getting tested, contact tracing in combination with quarantine and isolation, and cleaning and disinfection are also important layers of prevention to keep schools safe.
Many schools serve children under the age of 12 who are not eligible for vaccination at this time. Therefore, this guidance emphasizes implementing layered prevention strategies (masking, distancing, testing) to protect people who are not fully vaccinated.
Schools and communities should monitor community transmission of COVID-19, vaccination coverage, screening testing, and outbreaks to guide decisions about on the level of layered prevention strategies being implemented.
State Superintendent of Education Dr. Carmen I. Ayala issued the following declaration mandating in-person learning with limited exceptions:
Beginning with the 2021-22 school year, all schools must resume fully in-person learning for all student attendance days, provided that, pursuant to 105 ILCS 5/10-30 and 105 ILCS 5/34-18.66, remote instruction be made available for students who have not received a COVID-19 vaccine or who are not eligible for a COVID-19 vaccine, only while they are under quarantine consistent with guidance or requirements from a local public health department or the Illinois Department of Public Health.
“All our students deserve to return safely in-person to schools this fall,” said Dr. Ayala. “With vaccination rates continually rising and unprecedented federal funding to support safe in-person learning, and mitigations such as contact tracing and increased ventilation in place in schools, we are fully confident in the safety of in-person learning this fall. We look forward to a great school year and to the energy of Illinois’ young minds once again filling our school buildings.”
The updated school guidance can be found at http://www.dph.illinois.gov/covid19/community-guidance/school-guidance. This guidance is subject to change pursuant to changing public health conditions and updates from CDC.
